A fatigue record that lives in a driver’s workbook, a supervisor’s inbox or a spreadsheet updated at week’s end is difficult to verify when it matters. For transport operators, knowing how to digitise fatigue records means creating a timely, traceable process that helps drivers meet their obligations while giving the business evidence it can rely on during an audit, incident review or roadside inspection.
The objective is not simply to replace paper with a screen. A useful digital fatigue process captures the right work and rest information, protects the record from unauthorised changes, identifies exceptions early and makes approved records available to the people responsible for managing compliance. Done properly, it reduces administrative handling without shifting the compliance burden onto drivers or office staff.
Start with the fatigue scheme your operation uses
Before selecting software or changing a workflow, map the rules that apply to each driver group. Heavy vehicle fatigue requirements differ according to vehicle type, work diary requirements, journey patterns and the fatigue management accreditation held by the operator. Standard hours, Basic Fatigue Management and Advanced Fatigue Management do not have identical controls or recordkeeping needs.
This is where many digitisation projects go wrong. A business may build a generic timesheet workflow, then discover it does not record the information needed for legal work diary entries, does not support required declarations or cannot demonstrate who changed a record and why. A digital record is only useful if it supports the applicable legal and operational requirement.
Document the current process from the driver’s first pre-start activity through to the final review. Include depot work, loading, unloading, waiting time, vehicle changes, breaks, overnight rest and any work performed away from the vehicle. For mixed fleets, separate the workflows where necessary. A local concrete fleet with multiple short runs has different fatigue risks from a linehaul operation crossing state borders.
How to digitise fatigue records without losing control
Digitisation should begin with a clear decision about the source of truth. If drivers are required to use an approved Electronic Work Diary (EWD), the EWD must be the primary work and rest record. Telematics, GPS data, camera events and depot systems can provide valuable supporting evidence, but they do not automatically replace a legally required work diary.
For operations not using an EWD, digital forms and fatigue management systems can still strengthen records and oversight. The system should capture the worker, vehicle or asset where relevant, date and time, duty status, break details, location or job reference, declarations and any exception notes. It should also preserve record history rather than allowing entries to be overwritten without a trace.
A sound implementation usually follows four practical steps:
- Define the records required for each driver, work type and fatigue scheme.
- Configure forms, rules, approvals and alerts around those requirements.
- Pilot the workflow with a small group of drivers, schedulers and compliance staff.
- Roll it out with training, monitoring and a documented process for exceptions.
The pilot matters because real operations expose gaps that a desk-based design will miss. Drivers may lose mobile coverage at a quarry, change vehicles mid-shift or start work before entering a depot. The chosen solution needs to handle those conditions without encouraging people to create records later from memory.
Build records from verified operational data
The strongest fatigue records combine driver input with system-generated evidence. A driver should be able to confirm work and rest status, complete declarations and explain a variation. At the same time, connected vehicle data can validate the broader operational picture, including vehicle movement, ignition activity, route history and time at known sites.
This does not mean telematics should be treated as a fatigue rule engine on its own. A parked vehicle is not always a compliant rest break, and an engine-off event does not prove a driver was resting. Drivers may perform non-driving work, hand over a vehicle or be delayed at a customer site. The value of integration is that it highlights discrepancies for review rather than asking supervisors to reconstruct a shift from scattered evidence.
For example, if a submitted record indicates a rest break while location data shows a vehicle travelling, the system should flag the mismatch promptly. If a driver is approaching a work-time limit, the scheduler needs visibility early enough to adjust a run, arrange relief or reschedule a delivery. Alerts received after the shift has finished may document a breach, but they do not help prevent one.
Configure practical alerts and escalation
Fatigue alerts need to be specific enough to drive action. Too many low-value notifications will be ignored, particularly in busy dispatch environments. Start with the exceptions that create the greatest compliance and safety exposure: approaching work limits, insufficient major rest, missed declarations, overdue record reviews and discrepancies between submitted records and available operational data.
Assign each alert to an accountable role. A driver may need a prompt to complete an entry, while a scheduler needs notice of an upcoming limit and a compliance manager needs a daily view of unresolved exceptions. Escalate only when the first action has not been taken within a defined period.
It also helps to distinguish between a system alert and a confirmed breach. A system can identify a likely issue based on entered data and configured rules. A trained person should review the context, speak with the driver where needed and record the outcome. This protects the integrity of the process and avoids treating every exception as misconduct.
Make audit readiness part of the daily workflow
A fatigue record is rarely reviewed only once. Drivers, supervisors, schedulers, safety teams and auditors may all need access to different parts of the information. Digital systems should use role-based access so people can complete their work without exposing unnecessary personal or operational data.
Keep an audit trail for entries, edits, approvals and exception outcomes. The record should show what changed, when it changed and who made the change. Set retention periods according to the applicable requirements and your business’s legal advice, then test whether records can be retrieved quickly by driver, date, vehicle, route or incident reference.
Information security deserves the same attention as compliance functionality. Fatigue records can include identifiable driver information, locations and working patterns. Use secure user access, multifactor authentication where appropriate, managed devices and clear procedures for departing staff. Train for the reality of the job
Training should not be limited to a login demonstration. Drivers need to understand when to enter information, what counts as work, how to record a break, what to do when a device is unavailable and who to contact if a record appears incorrect. Schedulers need to understand that a digital dashboard does not remove their responsibility to plan achievable work.
Supervisors should be trained to respond consistently to exceptions. The aim is to correct records where permitted, investigate patterns and address scheduling or operational causes. If the same drivers repeatedly approach limits, the issue may be unrealistic allocation, customer delays, loading queues or a poorly designed route, not individual behaviour.
This is also why change management matters. A system imposed as surveillance will invite workarounds. Measure whether the new process is working
After implementation, review more than completion rates. High completion can still conceal late entries, poor-quality data or unresolved fatigue risks. Monitor the time taken to finalise records, number of exceptions, frequency of late changes, recurring locations or customers linked to delays, approaching-limit alerts and the time taken to resolve them.
Use the findings to improve planning. A recurring fatigue exception is operational intelligence. It may point to a delivery window that needs renegotiating, a rest area that is unsuitable, a shift pattern that needs redesigning or a job that requires a second driver.
The best digital fatigue record is not the one that produces the most data. It is the one that gives drivers and managers enough reliable information, early enough, to make a safer decision before a compliance issue becomes a serious event.
