Telematics Monitoring Application (TMA) Program: A Smarter Way to Access Roads

What is TMA?

The Telematics Monitoring Application (TMA) is a monitoring scheme run by Transport Certification Australia (TCA). It provides a cost-effective and flexible way to manage heavy vehicle access using telematics technology. Unlike more rigid systems, TMA is designed for lower-risk activities that still require monitoring, making it a valuable tool for a wider range of transport businesses looking to benefit from Higher Mass Limits (HML).

TMA monitors key parameters, including:

  • Vehicle location

  • Time of operation

  • Vehicle identity

  • Optional features, such as mass monitoring (via Smart OBM systems) and vehicle configuration tracking


 

Why Was TMA Created?

On April 2, 2020, a new Higher Mass Limits (HML) Notice (New South Wales Higher Mass Limits Declaration 2020) came into effect. This notice requires vehicles operating at HML to be enrolled in either:

  1. The Intelligent Access Program (IAP), or

  2. The Telematics Monitoring Application (TMA)

A 2019 review by Transport for NSW found that HML operations now pose a lower risk due to widespread infrastructure upgrades over the past decade. As a result, vehicles operating at HML no longer require the high-assurance monitoring provided by the IAP.

However, the IAP will still be required for higher-risk access arrangements in New South Wales and will continue to be used for HML vehicles in Queensland.
